Recently a meeting was held between Sport England and the BJA chief executive Scott McCarthy headed, ‘’Judo UKCC and concerns raised by Mr Goldman’.
Questions put to the BJA were composed by Sport England without prior consultation with myself.
The questions were selective, did not address the fundamental issues the Campaign raises, and for some reason included “key messages” and “recommendations” regarding myself, my clubs and my association.
Among questions Sport England put to the BJA were:
“How many disciplines of Judo are not covered by the BJA UKCC?”
Reply:
- “The BJA does not feel that there is more than one form of Judo. However, intrinsically peoples motivations for participation fall into 2 main areas. The first being sporting motivations (i.e. Olympic Success) and the other for personal/spiritual development”
- “As there is only one form of Judo this is covered by the UKCC”
In reply to a question, “What is the requirement of the BJA to become an affiliated member association?"
- “There is not currently a route or plans to add to the 2 current affiliated association”
And in answer to,” What disadvantages arte there to not being affiliated to BJA”
- “The BJA stated this is largely associated with the quality control of the sport which includes appropriately insured clubs, coaches and individuals, a nationally recognised competitive structure and player pathway and other associated member benefits which are published on the BJA website”
Another question Sport England asked was, “What are the requirements of the BJA to allow non-affiliated members to deliver UKCC courses?”
- “There is currently not a route for any other organisation to deliver Judo UKCC courses”

My previous update gave detail of sports coach UK announcement that there was to be a review of the UKCC.
The review will extend to an examination of:
- National Occupational Standards and associated units of common content
- UKCC endorsement criteria
- UKCC endorsement process
- The support offered around the UKCC to Governing Bodies of Sport
- The costs associated with the UKCC (Sport England have communicated with Governing Bodies of Sport requesting them to complete a UKCC costings review)
- Communication mechanisms around the UKCC
Among other issues, we demand that the discriminatory prerequisite criteria set for non-BJA people, wishing to access UKCC courses, is abolished.
As things stand, before non-BJA members can apply to take part in a UKCC course, the present criteria stipulates they must first be competence tested by the BJA and achieve Blue or Brown belt “equivalence of grade” - the entry levels for UKCC 1 and 2 respectively.
sports coach UK say on this matter:
“The UKCC endorsement process does not have a criteria which explicitly looks at any pre-requisites placed on the programme by the sports. For this reason we would not be able to reject a UKCC endorsement on the basis of pre-requisites.”
“During discussions with British Judo the rationale for the pre-requisites was essentially two-fold:
1. Due to the combative nature of the Judo it is necessary for health and safety reasons.
2. The culture of Judo incorporates ‘respect’ associated with a grading system. It was held out that this needed to remain as part of the coach education programme unless the culture evolves in a different direction.”
“As I’m sure you’ll appreciate we are not in a position to question the National Governing Body when providing such a rationale…”
We continue to pursue our demands that there is equity and equality for all those wishing to access the UKCC, in or out of the NGB.

SAVE INDEPENDENT JUDO

Dealing with the authorities is a slow and sometimes arduous process. Encountering dishonesty, the closing of ranks, and a lack of knowledge and understanding of some charged with UKCC judo responsibilities has not been helpful. I am in communications with the CEO of Sport England who has now delegated officers to investigate the issues I raise.
This afternoon sports coach Uk put out the following statement:
UKCC Review Announcement.
sports coach UK, Sport England and SkillsActive are spearheading a review of the UKCC.
The review will be conducted in partnership with Governing Bodies of Sport, the Home Country Sports Councils and UK Sport in line with a key principle of the UKCC - that of continuous improvement, ensuring that it continues to be fit for purpose.
It will analyse feedback from partners on what has worked well and what has not, and consider the evolving environment in which coaches and coaching are developing.
Review Criteria
The review will extend to an examination of:
National Occupational Standards and associated units of common content
UKCC endorsement criteria
UKCC endorsement process
The support offered around the UKCC to Governing Bodies of Sport
The costs associated with the UKCC (Sport England have communicated with Governing Bodies of Sport requesting them to complete a UKCC costings review)
Communication mechanisms around the UKCC
An outline project plan of the review process will be made available in March 2010.
